Qualifications of the Applicant:
The applicant area shall conform to the overall planning of Shanghai Municipality and the over arrangement of related industry, have definite territorial boundaries and be suitable for concentrated construction of supporting tourism facilities. The applicant area shall have rich tourism resources, good tourist source and traffic facility and a solid foundation has been laid for the work of foreign affairs. The applicant area shall satisfy the requirements for international tourism and aim at an overseas-tourist oriented comprehensive tourist resort.
Procedures:
1. The applicant shall apply to Shanghai Municipal Tourism Administrative Commission for the establishment of national tourist and holiday resort and submit the preliminary planning for the proposed resort area and Shanghai Municipal Tourism Administrative Commission shall submit it to Shanghai Municipal People’s Government;
2. If approved by Shanghai Municipal People’s Government, it shall be submitted to the State Council for approval.
