Period:
The tourism administrative department shall give a reply on whether to approve or not within 30 working days after acceptance of the application report on setting up travel agency as required and notify the applicant in the form of a document.
Qualifications of the Applicant:
1. Fixed office space with a floor area of no less than 30 square meters.
2. Necessary operating facilities such as phone, fax machine and computer.
3. Access to the network of the tourism administrative department.
4. Necessary executives, including one qualified chief executive, two department managers or business directors, an assistant accountant and at least three full-time tour guides.
5. A registered capital of no less than RMB 300,000 yuan and a quality guarantee deposit of RMB 100,000 yuan with the local tourism administrative department.
Formalities:
1. Application letter of setting up travel agency including the name, business scope and place of establishment of the proposed travel agency, form of business, investors, investment amount and contribution modes, full name of applicants and department accepting the application, name of the application report, and time to submit the application.
2. Approved documents of the superior governing authority of the applicant.
3. Feasibility study report for establishing the travel agency including market situations for setting up the agency, fund for setting up the agency, staff conditions for setting up the agency and other things required by the accepting travel administrative department to be supplemented.
4. Articles of association of the travel agency.
5. Resume of Managers and Vice Managers of Travel Agency and Job Qualifications Certificate of the management staff.
6. Capital credit certificate issued by the issuance bank, capital verification report issued by the chartered public accountant and accountant firm or auditor firm.
7. Certificate of operation fields.
8. Certificate of operation facilities.
Procedures:
1. Applicant shall submit the relevant documents to the local district/county tourism administrative department.
2. Local tourism administrative department shall give a preliminary examination on the relevant documents submitted. If approved, applicants will obtain Examination & Approval Form of Domestic Travel Agency in Shanghai Municipality in quadruplicate from the local tourism administrative department. The applicant shall complete successively the following formalities concerning the preparatory work of setting up the travel agency within 60 working days after obtaining the Examination & Approval Form of Domestic Travel Agency in Shanghai Municipality;
a. Ascertain the name of the travel agency through the local administrative department of industry and commerce. The business name applied for and registered by a travel agency must contain the words “travel agency”;
b. Furnish the business place;
c. Equipped with necessary staff;
d. Formulate rules and regulations.
3. After completing these formalities, the applicant shall apply to the local tourism administrative department for receiving inspection. After the receiving inspection, the applicant shall pay a quality guarantee deposit of RMB 100,000 yuan to the local district/county tourism administrative department.
4. Local tourism administrative department shall make approval decisions and issue the Business License of Domestic Travel Agency.
5. Application for registration shall be submitted to the local administrative department of industry and commerce holding approval documents and the Business License of Domestic Travel Agency and the business license will also be issued.
Charge Rate and Basis:
Material cost of the nameplate and the Permit to the Service of Domestic Travel Agency will be charged according to the administration fee regulations in the document of H.J.F. (94) No.128 of Shanghai Administration Bureau of Commodity Price.
