Period:
Shanghai Municipal Tourism Administrative Commission shall give a reply on whether to approve or not within 30 days after acceptance.
Qualifications of the Applicant:
1. Fixed office space with a floor area of no less than 200 square meters.
2. Necessary operating facilities such as phone, fax machine, computer, and a business van.
3. Necessary executives, including one qualified chief executive, three department managers or business directors, a certified accountant and five certified bilingual tour guides.
4. A registered capital of no less than RMB 1.5 million yuan and a quality guarantee deposit of no less than RMB 600,000 yuan with Shanghai Municipal Tourism Administrative Commission. A one million yuan deposit is the requirement for the experienced outbound tour operators.
Formalities:
1. Application Letter of setting up travel agency including business scope for the proposed agency, names in both Chinese and English and place of establishment, form of business, investors, investment amount and contribution modes, full names of applicants and department accepting the application, name of the application report, and time to submit the application.
2. Approved documents of the superior governing authority of the applicant.
3. Feasibility study report for establishing the travel agency including market situations for setting up the agency, fund for setting up the agency, staff conditions for setting up the agency and other things required by the accepting travel administrative department to be supplemented.
4. Articles of association of the travel agency.
5 Resume of Managers and Vice Managers of Travel Agency and Job Qualifications Certificate of the management staff.
6. Capital credit certificate issued by the issuance bank, capital verification report issued by the chartered public accountant and accountant firm or auditor firm.
7. Certificate of operation fields.
8. Certificate of operation facilities.
Procedures:
1. Applicant shall submit the relevant documents to Shanghai Municipal Tourism Administrative Commission.
2. If approved, applicants will obtain Technical Report of Declaration of Travel Agency (hereinafter referred to as Technical Report) from Shanghai Municipal Tourism Administrative Commission.
3. Ascertain the name of the travel agency through Shanghai Municipal Administration of Industry and Commerce.
4. Fill in Technical Report in triplicate. Fill in all the items required to be verified and applied with official seal. It will be delivered to Shanghai Municipal Tourism Administrative Commission attached with all documents as required.
5. After the Technical Report has been received by Shanghai Municipal Tourism Administrative Commission, and verified to conform to the requirements, it shall be submitted to the National Tourism Administration for approval within 15 working days. After receiving the Technical Report, the National Tourism Administration shall make decisions on whether to approval or not within the specified period of time. Shanghai Municipal Tourism Administrative Commission shall notify the approval decisions to the applicant and issue the Business License of International Travel Agency obtained from the National Tourism Administration to those approved applicants.
6. The International Travel Agency established after approval shall pay a quality guarantee deposit of RMB 600,000 yuan to Shanghai Municipal Tourism Administrative Commission (one million RMB paid for group traveling abroad).
7. Application for registration shall be submitted to Shanghai Municipal Administration of Industry and Commerce holding approval documents and the Business License of International Travel Agency and the business license will also be issued.
Charge Rate and Basis:
Material cost of the Permit to the Service of Travel Agency will be charged according to the administration fee regulations in the document of H.J.F. (94) No.128 of Shanghai Administration Bureau of Commodity Price.

Article 6, Article 7, Article 8, Article 9, Article 10, Article 11 and Article 12 of the Regulations on the Administration of Travel Agency revised by the Decision of the State Council Regarding the Revision of the Regulations on the Administration of Travel Agency (promulgated by the State Council of P.R.C. on Oct.15. 1996, Decree No.205);
Chapter II and Chapter III of the Implementation Rules for the Administration of Travel Agency (promulgated by the National Tourism Administration of P.R.C. on Dec.27, 2001, Decree No.16);
Article 4, Article 5,Article 8, Article 14 and Article 15 of the Procedures of Shanghai Municipality on the Administration of Travel Agencies (promulgated by the Shanghai Municipal People's Government on Dec. 6, 1999, Decree No.77)
Chapter four Special Regulations on Foreign-invested Travel Agencies of the Regulations on the Administration of Travel Agency revised by the State Council and implemented as of January 2002 shall apply to foreign-invested travel agencies.
